Something similar came up on the Virgin Atlantic board and VS also add on a surcharge to the LHR-North America leg.
I suspect this really should not be admissable since CX would not be allowed to charge YQ on a direct HKG-YYZ.
What I'm really hoping to find out is whether HKG-LHR with a long stopover before continuing elsewhere also ought to have zero surcharges applied.
