I was looking at a HKG-LHR-YYZ as the return portion of a 2-4-1, with <24h in LHR (so no APD), and was piecing together my itinerary when I saw this:

Does anyone know:
(a) which will be the final cash component I need to pay ($80 or $338)
(b) if the $250 is due to carrier surcharges?
(c) if (b) is true, how is it calculated? It certainly isn't the LHR-YYZ portion, as it prices to ~650 alone when I price out a LHR-YYZ leg in F.
(d) if (b) is true, is BA allowed to collect it? Can I complain to CAD about it?
