As with many things in life (especially travel policies) I'm not sure that some blanket rule that has to apply 100% of the time is very useful or productive. My hypothesis is that, in the longer run, it will be inefficient and just irritates people. Usually common sense and a negotiated win/win agreement is the best way to go.
