Hotel Booking Using Points is Non-Refundable?

I'm trying to book the new Singapore Holiday Inn express with points (20k), which is a great deal. In the past, all my points bookings are fully refundable until the day before checkin. However, this hotel only has non-refundable bookings. Is this normal? Could it be because the hotel isn't opening until June 2016? Thanks!
