The Balzac is very nice from what I have heard/read, but the least expensive double room is €280 per night ($358 at the current lovely exchange rates) and that's only until the end of March - though taxes are included in that price, I think it is a bit more than what the original poster was hoping to pay.
Um, yes, Pierre Gagnaire is quite near by: it's in the Hotel Balzac.
