I've never had to once wait for a top up, this is because if I want one and here are no staff and have been no staff around for a few minutes, I will simply use my legs and walk the at most 15 seconds to the bar and ask for one!

I agree. At times I've thought that the service is poor, but I never felt like it was a case of other people were getting service and I wasn't. It was always a case of there aren't any staff out visiting the balcony so I'll wander to the bar, although I feel like there really should be staff coming out to ask what we'd like to eat / drink.
