That "rule" is also enforced by Singapore Airlines agents when booking partner airlines (including LH & UA) - they (some) say a stop over 4+ hours is not valid, so I would like to have official rule wether 4+ hour stop in the US on international booking is ok. Maybe all these agents don`t have a proper manual/training while differentiating fully domestic bookings from international.
