Although I guess the letter of what you say is true, with emphasis on one word:
They're fragile and oversized, so they often (certainly not always) get delivered to the oversized claim area instead of the regular baggage claim. But they're certainly accepted and acceptable as checked luggage.
I thought more about this. The most likely reason they're banned in the CoC, but in practice let aboard, is so that if they're damaged, Delta doesn't have to pay to repair/replace.
