I think in your case you may be able to negociate with them , but dont be too much stubborn, cause you already missed the first delivery , otherwise just try to see if you can pickup your luggage during weekend
This kind of things happen every days , it maybe the fault of air france or the airport where you transit
Usually airlines send their own delivery team in cities/regions where they operate and external delivery where they dont. And when i organise the meeting i always ask for a delivery at work , cause iam unfortunately sitting there 8hours per day and there is also a receptionist that can help if iam not available
