Delta and the Detroit mayor were trying to get 'essential service' US government grants for the Detroit City Airport because there is currently 'no air service to Detroit'. DTW is operated by Wayne County so there may be a turf war going on. Detroit is pretty much only in there as 'the name of the nearest big city'. At least SFO is actually controlled by San Francisco (even though it resides far out of the city)
