Washington DC has two airports, but both are in Virginia, so it wouldn't count.

Not sure why you wouldnt count Washington. Although one of the Washington airports is DCA, which shouldnt be in New York. I would actually count DCA, IAD and BWI as greater Washington. For New York I would count LGA, JFK and EWR. Counting White Plains or ISP is also possible for metro New York. Houston and Dallas both have two. If you count metro areas so do San Francisco and LA. London has 2 or 3 depending on how you count. Shanghai has 2 if I recall correctly. Quite a few really.
