The difference in handling may be due to Blaine having up to 3 Nexus lanes, so it gets busy and the whole point of Nexus is to get through quickly. Having to declare and then pay duty defeats the advantage and they don't like the lanes to be blocked.
I thought that was why we have the Traveler's Declaration Cards; fill out the TDC with all of the relevant information, including a CC # for any duties owed, turn it in and be on your way? That's how I've done it when bringing back items for which I needed to pay duty, though it was coming back into Canada and maybe it was also because it wasn't alcohol.
This wasn't at Blaine but at Point Roberts (single NEXUS lane) - stop, declare, hand over the TDC, and get cleared through with minimal delay.
