I asked Lounge Supervisor whilst in the Conrad Cotai Lounge early Feb2016 about who gets access, which rooms and upsell if someone is not HHD like myself.
Answer was , Lounge access is not sold with any rooms (ie Suites), nor available as an upsell. Lounge Access is restricted to HH Elites like myself who get Lounge access for free.
