The once-per-lifetime welcome points on all/most Personal versions of the cards are in EVERY page's footnote now, whether you are signing up directly at Amex.ca, through GCR, referral links. But other than for a few weeks in July, the signup by referral did not catch up yet and so the footnotes on these pages did not mention the same one-welcome note. All footnotes are now up to date and in sync.
