I agree. You'll notice that the picture shows extra legs coming out the front to create a stable base.
If you tried using this type of seat on a standard carry-on, it is highly likely someone would drop their child, resulting in some type of injury.
You're best off using an umbrella stroller and gate checking it. Strollers are free:
