I have just pulled up mileageplus enrollment page which is pre populated with UK and requests county plus postal code in the relevant boxes. If you are completing these boxes is it still refusing to take your details?
I do not know how you can sign up if not on line. Certainly in their on board spiel FA tell people to sign up on line.
If you do not manage to sign up perhaps United is trying to tell you something!!!
