It is true that airlines should address the issue publically...

Really, though, common sense should tell us that if airlines allow seat recline and publish their recline in inches, shouldn't we assume that airlines don't mind if passengers recline their seats?

If seats were not meant to recline, then why put a recline option in there? And... IMHO, you don't only pay for the space in front of your seat, but also for the ability to recline.
