While there are no such rules and no commercial Captain would be stupid enough to endanger his career and pension in front of others if there were, if there were any such rules, you as much as identified the Captain. It would have taken UA about 15 seconds to identify its Captain:
1. Flight headed to ORD,
2. Subject to ground stop,
3. Pax required to offload after boarding commenced,
4. Wheelchair pax had to wait for wheelchair.
5. Wheelchair pax traveling with two companions.
That pretty much identifies the flight and thus the Captain. If it doesn't, it's down to 1-2 and all UA needs to do is ask around a bit and identify the guy.
Other crew who do read this board will remember this one for a long time.
