From actual reading fastair's account, I doubt there was a language qualified agent at the original departure airport. That was apparently an outstation for the flight into ORD. Once at ORD for the TPAC segment, the language qualified gate agent was available to understand the dilemma of the parents and try to assist them.

I cannot speculate as to the thought process of the parents for not removing some supplies from the to-be-checked bag. I am simply calling to light some of the details supplied by fastair.

And really none of this is really related to the topic of the thread...the boarding process.
