When I look at flights from Austin there is a layover in Houston at IAH. But when i look at flying out of Houston there is a layover in Tampa or Atlanta. Is this right? In essence United forces you to take a layover??

That seems odd, as you can fly AUS-EWR nonstop (although routings with a stop in IAH are not surprising). IAH-EWR is a hub-hub non-stop, and IAH-LGA is quite plentiful as well. That said, depending on when you are looking, perhaps the only saver availability (if that is what you are after) is on these weirder routings.
