Not sure if QF will be exactly the same, but I just did CMN-DOH-PHL (QR - Qatar) - BDL (AA).
Checked in online with QR and got boarding passes for QR flights but not the AA flight. Tried to check-in on aa.com but it said I was already checked in.
In DOH I got a BP for the AA flight but no Pre-check, so I went to the transfer desk at PHL luggage drop immediately after Customs and asked for another BP which did print with Pre-check.
It was the same for a CX-AA itinerary last year.
It may be that BPs printed by non-US airlines outside the US, do not include Pre-check?
