Yes, it's ridiculous. I've flown AA, DL, VX, and B6, and all provide the map for free in their seat-back screens (and some other content, for that matter). UA is the only one that requires payment for this stuff.
AS (Alaska) also does not provide the map for free on its DigiPlayers, but it may be accessible on a personal handheld if you have the app (I haven't tried that).
