I think the justification for the parking charge as been made (and yes, it's actually not a bad rate for this type of location).
But let me also say a couple of things about the choice of vehicle.
As a native Californian who never drove in inclement weather until I statered to travel for business, the use of an 4-wheel drive vehicle can be reassuring to drivers who do not have a great deal of winter-driving experience. I was once caught in a blizzard driving between WAS and RIC in which the Virginia State Patrol was ferrying convoys at 20 mph, and was grateful to have an Isuzu Rodeo).
Also, we don't know how large
ati2d's party is. It may be cost-effective to use public transport between RIC and WAS airports for a solo traveler, but a family group really increases those costs. And if small children are involved, car seats and other special equipment may make a good-sized vehicle a near-necesity.
Also, we all know that weekly rental rates are often less expensive than three individual daily rates (and only incur one set of those hated special taxes and fees)
Lastly, more and more good attractions are being located in the outlying areas, such as the new Air and Space museum hangar opening near Dulles on December 15th. While I'm sure everyone agrees that the vehicle should remain parked in favor of the Metro on days when the group is visiting central area attractions, the vehicle will definitely come in handy at other times.
ati2d - have you contacted your Member of Congres for possible tickets for the VIP White House Tours (which are back after having been suspended)? If not, do so immediately! Also, while in RIC, if time allows consider visiting the Museum of the Confederacy - very interesting!
