Unless you have actually seen how it is coded in pending stage on your citi account online, otherwise you just mistook the decline as due to CA. It is most likely not. It probably is due to being a new card and being used rapidly for large amount at same merchant.
I can confirm Citi's pending is general merchandise as it always has been.

Correct. There is no report Citi treats it differently. The purchase made at the kiosk or mall office makes no difference. It is the same processing company processes Simon's transaction. The "receiving end", i.e. the card issuers, do have the ability on how they want to code the purchases.

I had WM load issues yesterday. Kate was down but used a cashier who I've worked with before successfully. Tender type errors and wasn't going to try over and over. Hoping that it's just a glitch and reports by others here on the sporadic nature of the issue are keeping me optimistic.
Try neighborhood stores. They are far less busy so the transaction communication might have less chance being overloaded when there are issues.
