Same experience in Japan -- no surcharge fee.
However, there was always a fee in Thailand for me, and it was always assessed only after you were asked if you accept the fee. I would always use bank affiliated ATMs, too (mostly Siam Commercial Bank and Krum Thai Bank). There are ATMs everywhere in the major cities in Thailand, so it wouldn't surprise me that there might be some that apparently don't charge a fee.
