A heads up:
Some agencies require that underage renters buy the insurance coverages from them, so you pay that daily charge as well as the underage daily charge.

I would not go with Priceline unless you are able and willing to argue and demand your money back if the agency won't give you the car for the price you bid and with no unwanted coverages or surcharges not mentioned at booking. Also it doesn't make sense to win a nice low bid but the coverages you do want have an unusually high price with that company.

Do not use a fake license or ID. If you misrepresent yourself, any insurance coverages you or your credit card may have or you may have bought could be invalid.

Only suggestion I can make is shop, shop, shop around.
