I doubt downgrading your card would work. If it did, it would have been done long before now. I think the reason that W/WE works is that it is initiated by Citi and it seems to erase the account data from the W card (at least the application date, anyway.)
But to make sure, did you check your account online to make sure it is still a World card? Don't know if this has happened, but maybe it converted and you didn't get a new card.
