No. It's not the same thing. "Visa" is an incorrect term in this context. This is not a case of Cuba issuing a visa. The whole business of the 12 categories is a requirement of the U.S. government. Now that we are not required to apply for individual licenses, most people are not going to have the OFAC paperwork from the Treasury Department to present to the airline.
