What the others have said, it wasn't her choice (or her knowledge) that it was happening, so it was OK.

And I totally hate it when that happens (like it did to me over Thanksgivnig), when you get to an airport and half your bags have been there for hours waiting for somebody to steal them. I always consider that to be the prime luggage shopping area, the unattended luggage areas at airports.

Though international flights where you have to take the bag out through customs is certainly way better protected then many domestic areas where anybody can walk in off the street and get to baggage.
