In my experience, it is a very rare USA airport that secures the baggage claim area. Some places have guards to check baggage claim tickets, but they are the exception, not the rule.

In large airports like LAX, individual airlines decide whether to hire guards. So T1 (WN, US and HP) requires that you show your claim check to the guard to leave, but T4 (AA) is unguarded.
