Although I haven't worked at the airport for a few years, here's what I know.

The airline is permitted to send bags separately from the passenger. In other words, if the airline chooses to send bags on a different flight, that's okay. But if the passenger voluntary separates himself or herself from the bags, that's not permissible.

A bag is called a "known" bag if the airline sends it on a different flight.
