No. The Haruka and the shinkansen both have reserved and non-reserved seating cars. You would just go to the platform, find the mark for the non-reserved cars and board there. There are announcements regarding which cars are for unreserved passengers and car numbers are clearly marked. If you get confused, ask the agent at the gate station or the conductor on the train. There is no reserved seating on local trains.
