When I last tried to use an AmEx traveler's check (in USA dollars, at a bank to get local currency) at SIN it was refussed because I didn't have the receipts from purchase with me, despite normally being advised to keep the receipts at home or at least separate from the travelers' checks.

I called AmEx and they said that such a rule was a local thing and not universal.
