Scary stuff indeed for people like me since I might be in that situation returning from Las Vegas or even my local racetrack. When one thinks about $10,000.00 is not a hell of a lot of money.

The law referred to in this thread only requires filling out a form, and only applies when entering or exiting the U.S. The much more general situation you describe is news to me, can you give a citation with more detail?
