Yes... go to:
https://www.paypal.com/bg/cgi-bin/we...ding&buyer_hub ... and select "conversion options" for the card you want to use.
However: I've seen more than one person report that this option is not available to all users. It's there for me, so I haven't had a reason to try to find out more.
Discover is force-DCC'd on PayPal. Other networks are not.
