Try seeing what you can find by searching on Aeroplan or ANA's award search engines. Airlines sometimes make more awards available to their own members than to partner airlines, even in the "saver" bucket. If Aeroplan or ANA can book it, it's still not guaranteed that SQ would be able to (since UA has a closer relationship with AC and NH than with SQ), but at least hopefully gets you a more reliable data point.
