American Express globally does not allow DCC. It is very easy for Visa and Master Card to do likewise. But they chose not to do so.
V and MC did not permit DCC until they were sued claiming "competition" in exchange rates would be good for the consumer and some idiotic court agreed, and now we're stuck where we are today.
