If there is something big going on in a city they will set up police checkpoints around the city..usually 100 or more, mainly on roadways.

They check your passport and visa...been through those before.
If you're one of the 99% of foreigners that don't carry your passport with you when you're out and about, there is nothing for them to check (i.e. 10 second conversation unless you rub someone the wrong way).
But, let's say the guy in your picture spotted a Shenzhen visa....AND he understood what it was, do you honestly think he would risk making his easy job less easy by pursuing matters further?
