I have a PVG flight on A330 and as WP I was able to select 1A, thus row 1 isn't blocked out.
Further, if you look at the QF seat diagram as a WP status person, for the A330 (International), you'll see row 1 seats all occupied. The same flight as a lower status Silver QF FF person shows (IIRC) rows 1, 2 and 3 all occupied. I know from seeing the diagram in this particular case as a WP that row 2 and 3 were unallocated. Close in to departure date some blocks of seats shown as allocated become available.
On domestic 738s, I see rows 4 and 5 as occupied but Silver FFs see a dozen rows (IIRC) occupied on the same flight. At 80 hrs prior, its possible (sometimes) to move seats when the blocks are removed (or eased).
Its meaningless trying to predict availability based on seat diagrams.
You've got to be close friends with a QF "inside" person to get the info you want. And if you get it, then the QF "inside" person may well become a non airline "outside" person.
