SEA has endless (every 3-4 minutes) public safety announcements over topics such as smoking, unattended vehicles, etc. ("this is officer busybody reminding you to....."). Might be there to keep the homeless out much like those sonic devices for chasing away pests.

PDX has this weird way they page people over the PA (which is annoyingly very frequent at least during the day).
