While true, what you described is only for terminal 1. Terminal 3 has a bridge connecting the AirTrain station to the terminal, so you don't have to go through the tunnel. The International Terminal is just an escalator ride away from the AirTrain stations.
I usually fly United, at Terminal 3, and there it's not so bad to get to the AirTrain station.
There are plans to build a bridge at Terminal 1, but I don't know when that would be. Not soon, I'm afraid.
