Generally, that is true for international flights, but most USA domestic cheap-fare tickets require that you make your connection "within four hours" or else it counts as a stopover. And that's incompatible with cheap "super-saver" fares.
A big exception to that rule, however, is if you arrive at a hub after the last flight to your connecting city has departed - and you have a "forced stopover." Many FlyerTalkers are adept at using these forced overnight stopovers to visit friends in CHI, ATL, DFW, etc. Great for dinner, ballgames, drinking, etc.
