Is the maximum domestic layover 3:59 or 4:00?

I have two upcoming itineraries with a 3:59 layover and a 3:58 layover.

Depending on the answer, these are either the longest and next-to-longest layovers, or the next-to-longest and next-to-next-to-longest layovers.
