The Canadian government spends a lot more money on its citizens in terms of healthcare and probably other things than the US government does. Canadians might not like taxes, but they're probably not willing to give up the things that are paid for with those taxes. It does suck for foreigners who would like to visit Canada without paying for their doctor bills, though.
