The terms and conditions aren't clear as to whether the full price ticket has to be HEX only, bought at Paddington, or can be a full price ticket from another station? For example I usually travel in from Hertfordshire and buy a ticket which combines overground, tube and HEX. Is it worth the risk of getting booted out of Business?
