Yes, I very much agree. If I don't have a cabin bag, my jacket and my small/laptop bag occupy less space than the cabin bag of some other guy, why should I have to sacrifice my leg room?
I mean, sure if I have both a cabin-size bag and a big winter jacket and a laptop bag, then I should take my jacket and laptop with me...
Unless I seat in an exit row or front row...
Also, if such a rule becomes the norm, I will learn to bring a cabin bag just so that I can store my jacket and my laptop within. So that's a lose-lose situation for the airline and the passengers.
