Some places have.
Many UA stations print out the cheaper, non-card stock BPs, even behind the counter. Depends on the station and even area within.
Don't forget...the paper is cheaper, but also requires new printers as the ones that print card stock aren't necessarily capable of using the thermal paper. So there are also equipment costs to factor into the equation.
