There are some PMUA kiosks that print the cheap paper, too. IME, the ones where the BPs spit out the short-end are card stock, the ones that spit out long-end aren't.
On an at the desk note, I was at EWR, term. C premier checkin a little less than two weeks ago, and agent printed BPs behind the counter - they were card stock.
