Cabin bag tagging has begun?

Yesterday in LPA my cabin trolley was weighed (just under 10 kg) and it received FINNAIR - CABIN tag printed in blue.

Today in HEL the cabin luggage were inspected at gate 22A from people presenting their boarding passes, before getting to bus.

Small items such as computer cases and back packs received FINNAIR - CABIN tags, printed in blue, with a yellow edge, and instructions to place the item only under the seat in front of you.

Larger items did not receive tags and were supposed to go to overhead bins. Have to make sure not to take too small a cabin baggage along from now on ...

However, no enforcement in the half empty ATR-72 . Some tourists not speaking Finnish found the tags "very funny - are the Finns this stupid?". Had there been more occupancy, the amusement perhaps would have been curbed?
