I have seen FA close bins that are not full. Whatever. I am happy to be the noob PAX that opens bins to check. Because many times I have found that a "full" bin can be re-organized to have my carryon fit.

Oh and when sitting in FC I have been known to close the bin so that the unwashed masses in the back of the bus shuffle past.
